Current Program Status

Status: The City of New Orleans has announced the E-Bike Incentive Program and states that details are subject to change under the terms of its federal funding agreement.

Application status: The City has stated that registration instructions will be provided through the official City website and outreach events. This Resource Center will be updated as official guidance becomes available.

Important: Applying is not the same as receiving a rebate. The City states that rebates will be offered in installments over five years using a random selection process.

Understanding the Program

This program is easy to misunderstand. It is not a tax credit, a rebate check mailed after purchase, or a mail-in rebate. Based on current official guidance, it is an instant point-of-sale voucher that selected residents use toward a new qualifying e-bike at an eligible retailer.

Common Mistake Do not buy an e-bike first and assume you can get reimbursed later. Current official guidance says prior purchases do not qualify.

Program Timeline

Why Is New Orleans Doing This?

The City describes the program as a way to expand transportation options, reduce greenhouse gas emissions from transportation, and support local businesses and the electric transportation workforce. In plain English, the goal is to help more residents use practical e-bikes for trips that might otherwise require a car.

Who May Be Eligible?

At a high level, the program is for New Orleans residents age 18 or older. Income-qualified residents may be eligible for the larger rebate amount. Applicants should be prepared to provide proof of residency and any required documentation during the official application process.

Who May NOT Qualify?

Based on current guidance, someone may not qualify if they live outside New Orleans, are under 18, cannot provide required residency documentation, already purchased the bike before voucher selection, or tries to redeem the voucher through a non-eligible retailer.

Tip Do not assume Orleans Parish eligibility is the same as eligibility in nearby Jefferson Parish, St. Bernard Parish, or St. Tammany Parish. This is a City of New Orleans program.

Rebate Amounts

The City states that income-qualified residents may receive a $1,200 rebate and other eligible residents may receive a $600 rebate.

Example: if a qualifying e-bike costs $1,800 before taxes and fees, a $1,200 voucher would reduce the price by $1,200 at the register, while a $600 voucher would reduce the price by $600. The buyer would still be responsible for the remaining balance and any costs not covered by the voucher.

What Bikes May Qualify?

At a high level, qualifying e-bikes must meet the program's safety and retailer requirements, including UL 2849 certification. Different styles may be useful for different residents, including commuter e-bikes, folding e-bikes, and cargo e-bikes.

Where Can the Voucher Be Used?

Current City guidance says the voucher must be used through an eligible New Orleans vendor. The vendor must be able to service and repair the e-bikes it sells. Also ask about sales tax, assembly, warranty support, service, locks, helmet, lights, and realistic availability. Do not wait until the last minute if the voucher has an expiration date.
