What Has Changed?
- July 1, 2026: Created the Qualifying E-Bikes guide using current public guidance on UL 2849, new qualifying e-bike purchases, participating retailer guidance, and prior-purchase warnings. This page avoids retailer operations details and focuses on consumer decision-making.
- July 1, 2026: Added plain-English context explaining why durability, repairability, and local service support matter for transportation value and environmental impact.
Quick Answer: Does Every E-Bike Qualify?
No. Do not assume every e-bike is rebate eligible. Current program guidance indicates that a qualifying e-bike must meet program requirements, including UL 2849 certification, and must be purchased according to voucher rules after a resident is selected.
The list of qualifying e-bikes may change over time as the program evolves. Always check the current list before making a purchase.
Why the Qualifying-Bike Rules Matter
The purpose of the rebate is not simply to put more electric bikes on the street for a short time. The public value comes when a rebate helps a resident buy a safe, durable, serviceable e-bike that can replace car trips for years.
Poorly constructed e-bikes can fail early. When that happens, the buyer loses transportation value, the public investment is wasted, and a bike that was supposed to reduce emissions can become another large item headed for the waste stream. That undermines the environmental goal of the program.
A well-built e-bike with a realistic service path has a much better chance of staying useful. Local service support matters because tires wear, brakes need adjustment, batteries and chargers must be handled safely, and replacement parts need to be available. For a program intended to serve thousands of New Orleans residents, long-term usefulness matters as much as the initial discount.
What Is Confirmed So Far?
| New e-bike purchase | Current City guidance says selected applicants use a voucher toward a new qualifying e-bike. Prior purchases do not qualify. |
|---|---|
| UL 2849 certification | Current program guidance identifies UL 2849 certification as a requirement for qualifying e-bikes. |
| Participating local retailer | Current guidance says eligible vendors must be located in New Orleans and must service and repair the e-bikes they sell. |
| Current qualifying list | The qualifying list should be checked before purchase because program details and eligible bikes may change over time. |
| Exact model list | Pending official details. Residents should rely on the current official list when it is provided. |
| Voucher redemption rules | Pending additional public details. Selected applicants should follow official voucher instructions when issued. |
What Makes an E-Bike Likely to Qualify?
Until the official current list is available, residents should think in terms of requirements, not assumptions. A bike is more likely to fit the purpose of the program if it is a new e-bike, is certified to UL 2849, is sold through an eligible participating New Orleans retailer, and can be serviced and repaired by the retailer selling it.
That is not the same as a guarantee. A model that looks like a good fit still needs to be confirmed against the current program list and voucher instructions before purchase. The practical goal is to choose a bike that can provide reliable transportation for years, not just qualify for a one-time discount.
Why You Should Confirm Eligibility Before Purchase
The rebate is designed to reduce the price at the time of purchase for selected applicants. Current City guidance says rebates may not be applied to prior purchases. That means buying the wrong bike, buying too early, or buying from the wrong place can create an expensive mistake.
- Confirm you were selected. Eligibility to apply is not the same as receiving a voucher.
- Confirm the bike is on the current qualifying list. The list of qualifying e-bikes may change over time as the program evolves.
- Confirm the retailer can process the voucher. Do not assume every seller can redeem a New Orleans rebate voucher.
- Confirm service support. Ask where the bike will be serviced after the sale, especially for electrical, brake, tire, wheel, and warranty issues.

Why UL Certification and Electrical Safety Matter
An e-bike is not just a bicycle with a motor. It includes a battery, charger, controller, wiring, and other electrical components. UL 2849 is an electrical safety standard for e-bike systems, and current program guidance identifies UL 2849 certification as a requirement for qualifying e-bikes.
For rebate buyers, UL 2849 matters for two reasons. First, it is tied to program eligibility. Second, it gives consumers a better way to evaluate electrical safety instead of relying only on online claims, price, or appearance.

Why Buying from a Participating Local Retailer Matters
Current guidance says eligible vendors must be located in New Orleans and must service and repair the e-bikes they sell. From the consumer's perspective, that matters because a rebate purchase is not just a transaction. It is the start of owning and maintaining an e-bike over time.
A local participating retailer can help a buyer confirm the bike, fit, use case, service path, and remaining out-of-pocket cost before purchase. After purchase, local service support can help keep the bike operating instead of becoming unusable because of a minor repair, unavailable part, or unresolved warranty issue. This is especially important for first-time e-bike buyers who may be comparing very different styles, weights, battery systems, and cargo options.
Why Some Online-Only or Unsupported Bikes Can Be Risky
Some online-only e-bikes may be attractive because of low advertised prices, but residents should not assume an online bike qualifies for the New Orleans rebate. The bike may not meet program requirements, the seller may not be an eligible participating retailer, or local service support may be unclear.
Even outside the rebate program, unsupported e-bikes can create service problems. A low price can become expensive if a shop cannot obtain parts, diagnose proprietary electrical issues, honor warranty support, or safely service the battery system. If an unsupported bike fails early and cannot be repaired economically, it can also work against the environmental purpose of the rebate.
This does not mean every online-sold e-bike is bad. It means rebate buyers should verify eligibility, support, and service before purchase rather than assuming the voucher will solve those questions.
How to Compare E-Bikes Without Assuming Eligibility
Use two filters. First, ask whether the bike fits your life. Second, ask whether it fits the program. A bike can be useful and still not be rebate eligible. A bike can be rebate eligible and still not be the right choice for your trips.
| Program fit | Is it a new e-bike? Is it currently on the qualifying list? Is it UL 2849 certified? Can the voucher be used through the seller? |
|---|---|
| Real-life fit | Will it handle your usual trips, streets, storage situation, rider height, cargo needs, and comfort needs? |
| Service fit | Who will repair it? Are replacement parts available? Can the retailer support the electrical system, brakes, tires, wheels, accessories, and long-term maintenance? |
| Budget fit | What is the remaining balance after the rebate? Are taxes, accessories, lock, helmet, cargo gear, and future service included in your planning? |
Questions to Ask Before Choosing a Rebate Bike
- Is this exact model currently on the qualifying e-bike list?
- Is the full e-bike system certified to UL 2849?
- Can this retailer redeem the New Orleans rebate voucher?
- Will this retailer service and repair this e-bike after the sale?
- What happens if the bike needs warranty support?
- What is my estimated out-of-pocket cost after the voucher?
- Does this bike fit my actual trips, storage, security, and comfort needs?
Details Still Pending Official Guidance

Our Promise
The purpose of this Resource Center is to help New Orleanians make the best use of a finite resource: this generous, truly free instant e-bike rebate that each lottery winner can use only once.
If the time we've invested in creating this guide helps even a few people choose an e-bike that better meets their transportation needs, and continues serving them for years to come, then every hour spent building this resource will have been worthwhile long after the rebate program has become history.
We believe the City's investment succeeds when an e-bike becomes part of everyday life, replacing car trips, improving health, reducing transportation costs, and bringing more joy to getting around New Orleans.
That's why we've invested so much time building this Resource Center, and why we'll continue updating it as the program evolves.
