Quick Answer: Who May Be Eligible?
Current City guidance says all New Orleans residents age 18 or older are eligible to receive one e-bike rebate. Applicants must provide proof of residency. Income-qualified residents may qualify for the larger rebate amount.
That does not mean every applicant will receive a voucher. Current City guidance says rebates will be offered in installments over five years using a random selection process.

Confirmed Eligibility Requirements
1. You must be a New Orleans resident
The City describes the program as available to New Orleans residents. Residents should expect to prove that they live in New Orleans during the official application or verification process.
2. You must be age 18 or older
Current City guidance says residents must be 18 or older to receive an e-bike rebate.
3. You must provide proof of residency
Current City guidance says applicants must provide proof of residency. The City or its program administrator controls which documents will be accepted.
4. Each eligible resident may receive one rebate
Current City guidance says eligible residents may receive one e-bike rebate. This guide will be updated if the City later publishes more detailed household rules.
5. Income-qualified residents may receive the larger rebate
Current City guidance says income-qualified rebates are $1,200 and all other rebates are $600. The City says income-qualified residents may be verified by documentation such as enrollment in SNAP or Medicaid, or other income documentation.
Documents You May Need
The final document list belongs to the City or its program administrator. Until official application instructions are published, applicants should be ready for basic identity, residency, and income-qualification documentation.

Who May Not Qualify?

Can multiple people in one household receive vouchers?
Current City guidance says one e-bike rebate per eligible resident. It has not yet fully explained every household scenario. If more than one adult in a household plans to apply, wait for official application instructions before assuming how the rule will be applied.
Can I apply if I recently moved?
Current City guidance requires proof of residency but does not yet explain every recently moved scenario. The key question will likely be whether the applicant can provide accepted proof of New Orleans residency under the official application rules.
Does applying guarantee a rebate?
No. Current City guidance says rebates will be offered through a random selection process. Applying is not the same as receiving a voucher.
Can I purchase an e-bike before receiving a voucher?
No. Current City guidance says rebates may not be applied to prior purchases. To receive the rebate, applicants must use the voucher provided after being selected through the random selection process on a new purchase.
Can I transfer my voucher to someone else?
Current public guidance does not yet provide a complete answer on voucher transfers. Do not assume a voucher can be transferred unless official program rules clearly allow it.
